Did Germany Win?
It would depend on who one asks. The Germans are trying not to look too self-satisfied but they seem to have gotten most of what they wanted. There will be a treaty that will be signed by all but the British and the Czechs. The rest of Europe either thinks the newly discovered desire to enforce the rule is a good thing or they don’t really have a choice. The treaty puts some teeth in the plans for fiscal rectitude but it doesn’t go as far as the Germans had been suggesting and they still plan to push the Greeks and others to put their affairs in order in a permanent way.
